To properly track milestones for technical compliance and progress payments, Exitech provides the client with a documented opinion as to whether each milestone has been satisfactorily met. |

As part of contract kickoff Exitech will carefully review the vendor’s final submittal of the data handling plan. The goal is to provide a careful audit of the receipt and use of all design data, while allowing a smooth flow of information into the system and avoiding delays in the use of necessary data. Exitech will also provide advice and support in the areas of data collection, simulator or device data freeze and plant data changes. Exitech reviews and evaluates plant changes to determine impact on project cost and schedule, operability of the simulator or device, fidelity to plant, impact on acceptance testing and training programs, and value in meeting regulatory requirements. Where a substantial advantage may be obtained by having the vendor incorporate a change into the simulator or device prior to delivery, Exitech will so advise the client. If requested, Exitech will prepare a change request package. |

Exitech reviews the form, format and content of the data base report for adequacy and appropriateness for the data being used, as well as for use as the basis for compliance with applicable codes, standards and the specification. Exitech reviews both the results of the report, and the report generator and its documentation. The results, generator and documentation are graded for compliance to both the regulatory standards, and the to the vendor’s standards for program documentation. |

Exitech assists in development and review of malfunctions, overrides, and initial condition lists to ensure that they meet specification requirements and are appropriate. Malfunctions are reviewed to assure maximum range of application consistent with non-overlap of malfunctions into areas which might be better served by instructor director actions, device overrides, or other training features. Instructor overrides are reviewed to assure maximum range of flexibility in accomplishment of plant evolutions. Device overrides are reviewed to assure a user friendly implementation, and to accommodate the maximum number of devices with the least amount of operator action. Initial condition lists are inspected to assure that the maximum range of plant conditions is covered by direct access, and that all time consuming operations are bracketed by convenient initialization points. The programs and procedures necessary to establish new initial conditions are reviewed to assure that the client has trained and qualified personnel capable of generating new base-line conditions. The Malfunction Cause and Effects document is inspected to assure that system interface requirements are complete, and that propagated effects are consistently referred to in sufficient detail to assure simulation fidelity. Causes will be verified to the level of component identification and the associated failure mode. |

Exitech participates in the review of the scope of simulation or training as defined by the vendor following a complete study of the plant design database. These reviews are expected and intended to be operations oriented, and therefore the client may choose to delegate this activity to Exitech operations personnel exclusively. Exitech would attend and participate in the formal design review meetings where the system models, computer configuration, instructor system, and hardware designs are reviewed and approved. Exitech will provide the client with advice, suggestions and background experience. |

Exitech maintains coordination with the vendor to ensure compatibility of all simulator or training equipment with the client training facility. Exitech reviews the training facility plans to assure appropriate access to the simulator or device and its associated areas, as well as the building facilities. Additional review is undertaken to assure the power supply and environmental control equipment are adequate. Exitech can optionally provide facility design, project and inspection assistance. |

Testing procedures are reviewed to ensure that all specifications and regulatory requirements are rigorously tested. Exitech reviews the tracking system used to monitor the status of discrepancies through final resolution. The client is made fully aware of the numbers and types of discrepancies, their impact and their status. Exitech will assist the client in performing factory acceptance testing of the simulator or device using the approved test documentation. The factory Acceptance Testing is optionally supported by an Exitech team consisting of the project leader, a computer system expert, and an experienced operator. The project test team would perform all acceptance testing, document discrepancies, review discrepancy resolutions for acceptability, perform all re-tests, and provide the client with a summary of results. Exitech would notify the client in writing when the simulator or device is functionally acceptable and ready for shipment. |
