Simulation and Training Specification Development, Vendor Appraisal and Decision Support

Exitech’s Specification Services have been used in over twenty simulation and training procurements, ranging from full-scale upgrades down to hardware or software modifications.  Exitech will meet with the Training, Operations and Engineering organizations to discuss philosophy, needs and wants so that the simulator or training program reflects the client as well as current and anticipated regulatory requirements.  The services that Exitech gives can range from specification writing to specification review to full procurement assistance.

With Exitech’s extensive experience in simulator design and procurement and in training programs, both a technical and a commercial specification are prepared for the procurement.  The draft of the specification is reviewed in detail with the client, and is revised to accommodate concerns raised during the review process.  The Exitech team is always available to answer vendor questions which address the completed specification.

Exitech reviews each proposal in fifteen separate and discrete functional areas.  Exitech matches proposals to specification requirements and prepares questions to be submitted to the bidders.  After receiving answers a weighted evaluation method is used by Exitech to evaluate the proposals.  “Soft” costs and value of extras are considered.  Exitech will also brief clients on business methods of current simulation or training vendors.  Recommendations are given to pursue clarifications and negotiations, and selected bidders are invited to give a verbal presentation to answer remaining issues.

Exitech will work with the client to prepare a comprehensive negotiating strategy for the financial, contractual and technical areas.  At the client’s request Exitech will lend its experience in recent negotiations with major simulation or training vendors to provide the optimum strategy to meet the client’s goals for technical and contractual quality.  Exitech will attend the negotiating sessions to give support, advice and experience.

Exitech will prepare, based on its observations, a final evaluation report resulting from vendor negotiations.  The report scope is defined by the client, but generally includes vendor recommendation and risk assessment/avoidance particular to the contract. The final evaluation methods are objective, documented and are useful for audits or answering challenges.
